Local Government continues to face the challenges presented by increasing regulation, efficiency demands, and the rapid adoption of electronic communication channels by Council Tax payers and citizens. Councils must adopt new approaches to electronic information management to meet these challenges head on. Information is a valuable asset that Local Government must manage effectively as a public trust on behalf of its citizens.
The most pressing driver is the need for a corporate wide approach to the management of records, documents and the process flows that drive them. Ideally, the Government's vision is one of a central information repository which may be accessed by all council departments and appropriate external agencies. There are many identifiable advantages to such an approach:

Open Text's industry-leading suite of Enterprise Content Management (ECM) solutions provide a Business Solutions Framework which equips Councils at all levels to streamline processes, reduce costs, increase efficiencies, and smoothly transition into an online model of citizen service.
Local Government, in order to meet operational and legislative demands, must implement Electronic Document and Records Management (EDRM) solutions as part of a wider ECM strategy. EDRM and ECM are therefore central to the delivery of e-Government as well as t-Government. However, this must be combined with mobile computing, m-Gov, allowing the benefits of e-Gov and t-Gov to reach out to the citizen and other stakeholders.
At this session a leading UK Local Government organisation will explain how they have delivered benefits by working in partnership with Open Text. They will also outline plans for future benefits realisation through adoption of ECM solutions. A live demonstration of m-Gov in action will show the capture of written information during a client meeting, without the need for a laptop or PDA. The benefits for the Council and its employees, in for example ESCR and Housing applications, are clear.
