The problems arose from the absence of content management systems that can handle the hierarchical nature of web sites and separating content from how it is rendered. As a result of the need to get the content on the Web to keep pace with the competition there were no standardized policies. HP realized this and defined a Standard Navigational Framework (SNF) that set the rules for all content being managed and delivered to the WWW.
